• Define the Federal Motor Carrier Safety Administration’s (FMCSA) Compliance, Safety, and Accountability (CSA) program and describe its scope and purpose.

• Identify the tools CSA uses to accomplish its objectives.

• Describe the types and sources of Safety Measurement System (SMS) data used to categorize roadside violations into Behavior Analysis and Safety Improvement Categories (BASICs).

• Identify the seven BASICs and describe the factors by which violations are weighted.

• Describe how CSA uses collected data to evaluate carriers using peer comparison and percentile ranking.

• Identify the factors used to determine the percentile ranking threshold of each BASIC at which a carrier becomes a candidate for intervention.

• Describe the purpose of the SMS website.

• Describe the purpose of an intervention and identify its three categories and types of intervention actions within each.

• Define and describe the Driver Safety Measurement System (DSMS).

Course overview

This course trains commercial carriers to understand new tracking methods as well as the carrier’s obligations for compliance with this standard.
